Liveable Base Funding

Posted by Ryan Allen-Hallam · November 04, 2025 12:48 PM

Toronto Metropolitan graduate students deserve liveable, equitable, and transparent funding. As the cost of living in Toronto continues to rise, TMU must ensure that graduate students are supported fairly. Join us in calling on the university to commit to a $40,000 minimum base funding package for all graduate students.

Graduate students are the backbone of Toronto Metropolitan University’s research, teaching, and innovation. Yet, many are struggling to meet the rising cost of living in Toronto. Rent, food, and transit expenses have increased dramatically — while graduate funding has remained stagnant.

Recently, the University of Toronto announced a new minimum base funding commitment of $40,000 per year for all PhD students, marking a major victory for graduate students who organized for fair, liveable support for their academic and personal well-being.

Toronto Metropolitan University must follow suit.

Our Demand

We, the undersigned graduate students, faculty, staff, and community allies, call on Toronto Metropolitan University (TMU) to:

  1. Commit to a Liveable Base Funding Package of at least $40,000 per year for all full-time graduate students — including both Master’s and PhD programs.
  2. Index annual funding to inflation, ensuring that the real value of student support keeps pace with Toronto’s cost of living.
  3. Guarantee transparent and equitable funding structures, so that all graduate students — domestic and international alike — have access to stable, predictable support throughout their studies.
  4. Engage in ongoing consultation with TMGSU and graduate student representatives to develop an implementation plan that prioritizes equity and inclusion.

Why This Matters

  • Graduate students are workers who contribute to TMU’s teaching, research, and public reputation.

  • Current funding is inadequate — many students face housing and food insecurity or debt.

  • Equitable education demands fair compensation. No one should have to choose between pursuing knowledge and affording basic needs.

A liveable base funding model is not only achievable — it’s necessary. TMU must demonstrate its commitment to academic excellence and student well-being by investing directly in its graduate community.
